There are various places to buy wholsale in China, all the main cities have one. But one of the largest is in Guangzhou. The biggest one for clothes, bags and accesories is near the main Guangzhou train station (nr Yuexiu Park) in the city.
there is a large wholesale distribution center in YiWu where you should be able to find shoes, hats, hair accessories, and more.
you can take a train there from Shanghai in approxiately 2.5 hrs
for shoes, you may want to consider vistiting Hangzhou, where there is a also a large specialty shoes wholesale distribution center there, enroute to YiWu
